Modern Land, China
2014

Modern Land, China, is a major residential and commercial developer based in Beijing, China. In 2014, when their US subsidiary, America Modern Green (AMG), was seeking city planning approval for their mixed-use planned development consisting of 1,150 residential units, hotel, continuing care retirement community, and 400,000 sf of commercial space on a 48-acre site in Pearland, TX, they hired me to represent them for communications with the City of Pearland Planning Department and other stakeholders and project participants. After obtaining approval of the development by city planning and the city council, I assisted AMG with preparation of an implementation strategy, work plan and schedule, and managed early design activities.

Las Vegas Sands Corporation
2007 – 2009

Las Vegas Sands Corporation (Sands) is a leading global operator and developer of destination casinos and resorts, including the Venetian and Palazzo in Las Vegas and the Marina Bay Sands in Singapore. In 2007, when Sands begin development of its Bethlehem Casino and Resort, a 1,000,000-sf casino, retail and hotel complex with a 4,400-space multi-level parking structure built on 56 acres of the former Bethlehem Steel Works, the Sands Bethlehem development team, which directly held and managed all construction trade and vendor contracts, hired me initially to assist with tailoring the standard Sands Nevada construction and vendor contracts to the unique requirements of Pennsylvania and the Bethlehem project, and to prepare a design-build contract for the parking structure. After that, I coordinated design and construction contracts for the other components of the development, coordinated the Div. 01 general requirements with the design and construction contracts, assisted with preparation of a project labor agreement, and tailored the LVSC project management procedures to suit the Bethlehem project. As the project moved forward, I assisted with procurement of multiple trade contractors and vendors, and negotiated and managed those contracts. In addition, I provided task-based design and construction project management services, such as design and schedule reviews and claims resolution.

Other Experience

San Jose and Oakland International Airports
1998 – 2000

As a member of program management teams for the owner's of San Jose and Oakland International Airports, assisted with project definition, startup and management of airside and landside projects. In San Jose, managed planning for definition of a new terminal, Terminal B, and associated ground transportation and rail access improvements, and managed design for a new international arrivals facility. In Oakland, prepared and negotiated the architectural and engineering services contract for expansion and renovation of the terminal complex, and managed the design services. For both programs, assisted with development of various program and project management procedures and tools.

Alaska Airlines and USAir (now American Airlines)
1986 – 1990

As an owner’s representative, managed on- and off-airport facilities planning, design and construction projects throughout the US and abroad. Also represented the airlines on technical committees for major terminal development projects, often serving as committee chairman. Projects including new or expanded terminals at airports in Juneau and Sitka, AK; Orange County, CA; Evansville, IN; Portland, ME; Rochester and Syracuse, NY; and Portland, OR.
